The Renter’s Rights Bill which first made an appearance in parliament on 11th September 2024, finished its way through the House of Commons on the 3rd reading on January 14th 2025.
Now at the House of Lord’s its first reading was on January 15th and the second one will be this week, on February 4th.
It will then need to go to through the committee and report stages before a 3rd reading. After this stage it is handed back to the House of Commons which reflects on any amendments that were made before passing it on for Royal Assent.
During the second reading, members of the Lords can sign up to speak during the debate, these are usually members who have a vested interest in the Bill or a view on a specific point. During this reading the general principles of the Bill are examined and the point at which any issues or amendments are discussed. There is no set time for this debate and although it is expected to take only a few hours, it can in some instances last several days.
The Committee stage is where the Bill is examined line by line to ensure its legality and where discussions on the amendments, brought forward by members, are deliberated.
